[EP-tech] Privilege to do admin > search users and view/edit user info

CAUTION: This e-mail originated outside the University of Southampton.
I would like to be able to assign the privileges to do admin > Search users and view/edit user profiles, without granting them a full "admin" account.  Which individual permissions would I need to add to the user account?
