I recently wrote a wiki page to describe all user privileges and how they are assigned to different roles and then how those roles are assigned to user types:

Taking a quick look at this, I think you want to add the following to the user's profile under the roles field:


+staff/user_search

+user/view

+user/edit


This will allow this user to search, view and edit any user's profile.
