It is up to users to decide whether they want to import from ORCID. Although repository admins could also use the same mechanism to import records for a user once they have connected with ORCID. Import for records from ORCID will not happen automatically. However, to avoid user importing records from ORCID when you don't want to, you could just disable the plugin. This is just one line of code in your configuration cfg/cfg.d/ directory:
$c->{"plugins"}->{"Screen::ImportFromOrcid"}->{params}->{disable} = 1;
