Use a statistic package like matomo do do this. You can do it also with google analitycs. The trick is to pass a variable with the user to the track software.
Beware you've to strongly notify the user and get the consent before, because downloads are personal data, so you need the consent (GDPR, but also check if this kind of issues apply internally to organizations).

the source code cannot display users who are not depositing items but downloading items. what i expected was, on irstats2 showing all users (both those who have made a deposit and those who have not made a deposit), accompanied by data about how many times the user downloaded the item.
