Hi Adam,

So this was before I became 3.4 release engineer, it is in pub_lib which means it would not be present if you did a zero install. Justin and I cannot figure out why this choice was made, so I have moved this back to perl_lib like it was for 3.3.  ( See https://github.com/eprints/eprints3.4/commit/182d58a5a866091e53756c9231f813e06ddf4b78 ). I have not done as much testing against zero as pub_lib so had not noticed this missing.
