Hi John,

As you elude to EPrints either already does meet a number of requirements listed on this URL or can be made to do so by adding various plugins available from the Bazaar or files.eprints.org.  I will look into putting up a wiki page to better document the Plan S requirements and how EPrints is doing with meeting them.  This can then be a communal space for others to add information on this topic.

I believe that the principles are still in draft form, and due for official release in c couple of months.
