For what it’s worth, this first message can be resolved by deleting perl_lib/URI* and using the system perl’s URI library. (You may have to install it yourself.) Maybe worth mentioning i had some problems when trying to install eprints and i used the steps from here http://www.eprints.org/tech.php/22140/attachment/message.html to successfully install it.
