Ok. For your repository, how does your <eprints_root>/archives/<archiveid>/cfg/cfg.d/security.pl file compare with this one: https://raw.githubusercontent.com/eprints/eprints/26e97fc3dbaa28e89e7ffbe0e6f8eedbfc7804cd/lib/defaultcfg/cfg.d/security.pl The security.pl file is copied from the defaultcfg when your repository is created, so there may be important differences here?
