The command should be ./bin/epadmin create_user repositoryname
You’ve put the username in where it’s expecting the name of the repository. It’ll start a dialogue to get the information you need to create the user, such as the username, password and email address and what rights they have.

When i run the command ./bin/epadmin create_user admin2, I am getting the error "Failed to load repository: admin2". But if test the repo by running the ./bin/epadmin test it says everything is ok

It's hard to diagnose this without more information. How are you authenticating users?
One thing to try might be to create a new admin user (perhaps with the username admin2) on the command line (use epadmin create_user) and see if they can log in.
