you've to install the perl package Apache2::Const
this file should be in the libapache2-mod-perl2 package, so check your installation if it is all ok. 

I've that module here on mine:

BEGIN failed--compilation aborted at /opt/eprints3/bin/../perl_lib/EPrints.pm line 180. 
Compilation failed in require at bin/epadmin line 250.

what does it mean? Thanks
