[EP-tech] Create read URL for embargoed items

Hi!

 in our repository, we've some embargoed data. Author, for peer
reviewers, would like to make available the data to a select group.
Being reviewers, he cannot use the "Request a copy" feature. Is there a
way for admins to generate the token and give the url to the author, so
he can share this url to the editor for peer reviewing? Is there an
expiry mechanism?
