Divisions is a default field but collections is not, so I am not certain what type of field it is but I assume it is a Subject field, the same as divisions. I also assume the 5591 and 5530 are the totals at the top of the browse view that sums all the items under the collections and divisions subject sub-trees. Therefore, the most likely reason these numbers are different is that 61 fewer items assign at least one division compared to those that assign at least one collection. In theory, it is possible to set "allow null => 1" but I don't think this works for fields like divisions and collections, I am not sure if this is because they are Subject fields or because they can have multiple values, so allowing null is slightly different from non-multiple fields where either a value is set or it is not.
One other possibility of why the top level totals are different is because the browse views collections menu page was cached later than the one for divisions and in that intervening period a further 61 items were added. As, the default caching period for browse view menu pages is 24 hours, it is relatively unlikely that 61 additional items have been added in 24 hours or less. However, the caching setting may have been modified (check whether there is a max_menu_age set for this specific browse view) or you may have a stale cache because a new cache of the browse view menu page cannot be generated, possibly due to some configuration issue. You could try regenerating the menus for these browse view pages from the command line:
EPRINTS_PATH/bin/generate_views ARCHIVE_ID --generate menus --view collections --view divisions
This should both show up if there are any problems preventing these browse view menu page caches from being generated and also ensure that both menu page caches are generated at almost exactly the same time.

I have a question about the results from the browse by section. I have 5,591 collections, but the number that appears in the browse by division is only 5,530.
Why is the result different? Is there a way to match the number of collections and the number displayed in the browse by division?
