The epadmin under bin/ from the command line should do the trick. Substitute EPRINTS_PATH and ARCHIVE_ID as appropriate: 

EPRINTS_PATH/bin/epadmin create_user ARCHIVE_ID
You should then be prompted for the username, user type (e.g. admin), password and email address you want to set for this new user.  You should then immediately be able to login as this new user through your web browser.

Hello,

successfully installing a new eprints site including an admin user #1 I
encountered a strange problem. Whereas this user worked as expected
after trying to create another (non-admin) user the admin user could
still login, but his user type had changed to "user". Most likely my
command-line input went wrong (?).

Anyway: now I need advice how to create an admin account "from the
outside".
