EPrints 3.4.2 default installation has a date and date_type field. I believe that if you set eprints that have a submitted date by setting date_type as submitted and then just setting the date of submission in the date field that should allow you to group eprints by year in the browse view, independent of the type of date being stored.
However, if you have created specific published_date and submitted_date fields then that would be more difficult.  If that is the case, I would advise adding some code to flavours/pub_lib/cfg.d/eprints_field_automatic.pl (after copying to your archive's cfg/cfg.d/ directory), which can check the published_date and submitted_date fields and then update date and date_type field with the appropriate date and date_type.  You could also take a look at using the Dates, Dates Dates plugin [1], which may help you store multiple dates and but still use the highest priority date (e.g. published if set, submitted otherwise) in the year browse view.

Is it possible to change view 'year' to group eprints by 'submitted'
date if 'published' date is null? Or create new view which groups
eprints by 'submitted' date?

We are using EPrints 3.4.2.
