First of all, I am new to EPrints, so please don't take my word for granted! :):)
Now to your question: If you want to perform a bulk import/export from/to EPrints, I think the XML plugin is what you're looking for. So: 

./bin/export reponame archive XML > /tmp/export.xml
would export all your records (and metadata for included files) in /tmp/export.xml 

The same file could be used to import data analogously with:

./bin/import reponame --verbose --user admin archive XML /tmp/export.xml

You can check if everything "looks OK" before importing with:
./bin/import reponame --verbose --parse-only --user admin archive XML /tmp/export.xml.
I assume the above things work, but I haven't tested them enough, so I'd expect you waited for verification or other opinions before applying them to a critical system.
