No, mod_perl is available and runs reliably under Apache 2.4:

  http://packages.qa.debian.org/liba/libapache2-mod-perl2.html

I have not yet looked into what's necessary to get EPrints to run
under 2.4, but as far as I remember, it's basically moving some
configuration files to a different directory. This file talks about
how to do the Debian packaging (which is quite a bit more than what
you require, but it should include all of the needed information:

I have to be moving *now*, so I cannot devote more time to this, but
if this is still not enough to get your install working under 2.4,
feel free to reply to this, and I'll dig in deeper to help!
