Answered my own question, unless somebody who knows more than me says this is a bad way to do it:

 

./lib/lang/en/phrases/system.xml, about line 2080, under the section marked <!-- login -->, add the banner to <epp:phrase id="cgi/login:page_layout">

I’d like to modify the logon page to include a banner (required for US gov system).

 

It’s been a few years since I’ve done any heavy modification, and looking at /usr/share/eprints3/cgi/users/home, the guts are only:

 

EPrints::ScreenProcessor->process(

        session=>$session,

        template=>$session->config( "user_area_template" ),

        url="" "rel_cgipath" )."/users/home" );

 

Can somebody point me in the right direction?
