The links that usually link to the view/edit interface for the config files are actually linking to the delete action.

oops... Making sure XML::LibXML was up to date made this issue go away.

So it is still a bug, but only for people who are trying to run EPrints 3.3 with just XML::DOM (which as I understand is patent madness)
