Not sure if this is the best way, but I think you can update the mysql 'user' table.

I'm the administrator of my eprints repository and have a problom with it. I want to customize my repository but i have missed my administrator user and password. how can I reset administrator account in eprints via command line Interface or other?and how can enabale emailing possibility in eprints?
