[EP-tech] IRStats on Oracle

Hey,

I've tried installing IRStats on our Oracle-based EPrints server, and
get the following error on the cgi/irstats.cgi setup command:

      You need to define 'database_name' in the configuration file
       at /eprints/eprints3/perl_lib/IRStats/DatabaseInterface/mysql.pm line 45

I wanted to check whether any work had been done to integrate IRStats
with Oracle before fixing this myself.
