[EP-tech] Upgrading Eprints -- what is the correct procedure for upgrading from 3.2.8 to 3.3.8?

What is the correct procedure for upgrading an existing repository from 3.2.8 to 3.3.8?  Is it the procedure outlined at http://wiki.eprints.org/w/Upgrading_EPrints_3_versions?
